Since our inception in 2013, RELI has provided innovative IT and security solutions that serve and improve the lives of Americans. A HUBZone & 8(a) Small Business, RELI Group has successfully supported prime contracts at federal agencies, including the Centers for Medicare & Medicaid Services (CMS), the Centers for Disease Control and Prevention (CDC), and the Transportation Security Administration (TSA). Mohammad Elias, CEO and President

Before founding RELI Group, Mr. Elias held various Sr. Program Manager roles in the private sector, supporting CMS for a decade and managing teams of up to 50 subject matter experts on CMS IT Health initiatives. Mr. Elias holds strong business domain knowledge of Medicare and Medicaid, Healthcare IT, Property and Casualty Insurance, Life Insurance, and Health Insurance. Mr. Elias is an active leader in the professional association community and continues to actively serve the missions of our local charitable and industry organizations. Mr. Elias received his MBA in Management Information System from Drake University, Des Moines, IA and B.S. in Computer Information Systems from St. Cloud State University

DR. MIKE RAPP, MD, JD – CHIEF MEDICAL OFFICER (CMO)

Dr. Rapp has strong experience following the changes and updates to Medicare payment rules as a practicing physician, a department head in a community teaching hospital, and as a head of a group of physicians. Dr. Rapp’s physician group billed directly to the Medicare program and annually submitted specific content for the Physician Fee Schedule and the Hospital Inpatient and Outpatient payment rules connection with Quality Reporting and Value Based Purchasing changes. As a leader in his professional association, the American College of Emergency Physician, Dr. Rapp followed the changes in payment rules. In addition, Dr. Rapp was the Chairman of the HHS Practicing Physician Advisory Committee for four years. The role of this Federal Advisory Committee was to advise the Secretary of HHS on Medicare and Medicaid payment policies and to specifically comment on the annual Physician Fee Schedule Rule and changes in Hospital payment processes.

Mike Reinhold, Chief Technology Officer & Chief Security Officer

Mike joined RELI Group after 14 years in CMS leadership. At CMS, Mike supervised the Information Systems Group within the Center for Clinical Standards (CCSQ/ISG) and was an advisor for the Center for Medicare & Medicaid Innovation (CMMI).





Swami Swaminathan, Chief Information Officer

With more than two decades of strategic Health IT leadership Swami brings the right mix of innovation and successful solution delivery. He reviewed and guided engineered solutions for standards, best practices and compliance on the Technical Review Board (TRB) at CMS.





Rochelle Shaw, Chief Financial Officer

Prior to serving as RELI Chief Financial Officer, she gained over 35 years of Government Finance experience with Office of Financial Management (OFM)-Centers of Medicare and Medicare (CMS) and Office of Program Management – FEHB (Federal Employees Health Benefits). Her experience also includes in depth experience with Consumer Information and Insurance Oversight(CIIO)-CMS designing and implementing the Small Business Health Options Program (SHOP)as well as Centers of Medicare and Medicaid Innovation (CMMI) with the alternative payment models (APMs). She managed the Enterprise Program Management Division within one of the largest Medicare Administrative Contractors for over five years ensuring compliance, security and processes were followed.

MIKE SACCA – VP, HEALTHCARE AND DATA ANALYTICS

Mike Sacca has over 30 years of experience in national healthcare data, analytics, and health information technology initiatives. His expertise includes clinical quality measure analysis, measurement science, electronic measure development, data quality, application development, and program leadership. He has managed and provided subject matter expertise for large-scale national analytic and data-driven development efforts for multiple initiatives across HHS agencies including CMS, CDC, NIDA and ONC. His experience cuts across the public/private sector, multiple clinical care settings, domains, and attribution levels, including clinician, group, facility, system, plan, and ACO/APM. He provided data management and measure analysis for first ever release of national Part D pharmacy data measures under the CMS QIO Medicare program and led independent verification and validation efforts to ensure the quality and accuracy of ~$500M in CMS Physician Quality Reporting System (PQRS) program incentives.

Scott Bonney, Vice President Health Information Technology Services

Scott has over 20 years of program management experience supporting federal, state, and local government. He has extensive experience delivering solutions in engineering, cloud services, agile management support, business process engineering, and strategic planning. Scott’s is committed to ensuring innovation, the user experience, and the needs of RELI’s clients are represented in our solutions. He will be leading RELI’s emerging practice in Artificial Intelligence, Robotic Process Automation, and Machine Learning.



Tish Mossman, Vice President, Defense Security and Safety Sector

Tish has over 30 years of program delivery from a commercial and government perspective. She brings a proven track record of successfully delivering results through strong leadership, excellent decision making, demonstrated team building, exceptional program management skills, and effective interpersonal skills.





Michelle Atkins, Vice President, Program Integrity Services

With more than 20 years’ experience in medical record review and healthcare management, Michelle brings extensive expertise in medical review program oversight with successful project delivery through strong leadership, focused team building, and customer-oriented goals.





Mare McCall, Director of HR & Operations

Mare is RELI Group’s Director of Human Resources and Operations since 2017. She has been creating successful HR & Recruiting teams since 2007. Mare is responsible for providing strategic guidance and leadership for all aspects of the human resources function. She was instrumental in creating and launching the HR structure for the organization which has allowed RELI to meet the growing needs of the company. Additionally, she acts as the associate facility security officer. Mare holds a Master’s Degree in Communications from the University of Baltimore and prior to joining RELI she served in the US Army in an intelligence communication role in South Korea.



Amy Green, Director of Finance

Amy is the Finance Director here at Reli Group since August 2020. She has 16 years of experience in Government MAC Contracting arena. She earned her BS in Business Administration in 1994 and MS in Business Administration from Husson College in 2001.
